Our civil engineering contractor client is seeking a HSEQ Manager based out of their Small Dole office and across the South Coast to manage companywide health and safety.

The role is a permanent position, and you will be required to lead and manage the Health, Safety, Environment & Quality department and take responsibility for all aspects of developing, implementing & maintaining the Quality Management System and driving H&S, Environment and Quality standards. This includes working with site teams, clients, Department Heads & the Board of Directors. The HSEQ Manager is responsible for maintaining the ISO certifications and company compliance with statutory requirements. They will be responsible for the awareness and training of staff for HSEQ matters and will work with operations to support compliance.

This role is based at a Head Office in Small Dole, West Sussex and frequent travel to sites predominantly across the south coast region is required

Responsibilities

  • Review the existing Quality Management System and make recommendations for improvement alongside the digitalisation programme
  • Deliver and maintain a readily accessible "lifecycle" QMS working with the relevant department heads as procedure owners.
  • Develop monthly KPIs on the performance of the Health, Safety, Environmental & Quality at site, portfolio and company level for agreement with the Directors.
  • Work with Department Heads to establish an annual plan of audits to address priority themes that drive business improvement.
  • Implement audits of H&S, environmental and quality to achieve compliance with ISO standards and to sustain focus on priority metrics.
  • Identify non-conformance or weaknesses and work with relevant managers to ensure they are addressed.
  • Ensure all relevant H&S and Environmental legislation, Codes of Practice and guidance (including client-specific) are followed.
  • Monitor for changes in health, safety & environmental legislation and guidance.
  • Perform internal reviews of ISO procedures and work with external supplier on third party audits and accreditation cycles.
  • ​Play a lead role in the investigation & reporting of accidents, incidents & near misses. Identify root causes & recommend remedial action.
  • ​Liaise with Group HSEQ personnel to share best practice and provide regular & ad-hoc reports as necessary.
  • ​Engage with clients, sub-contractors, suppliers etc. to achieve HSEQ targets & objectives.
  • ​Support work winning through the provision of statements, data and supporting information.
  • Support HR in matters of Occupational Health, substance abuse, best practice sharing and training.
  • ​Provide leadership to support the management of supply chains in respect of compliance in HSEQ matters.
  • ​Work with the Sustainability Committee to drive environmental performance and develop, implement & monitor environmental strategies including the Carbon Reduction Plan.
  • ​Lead and manage the team to deliver efficient and effective results and high standards in H&S, Environment and Quality.

Skills & Knowledge

  • Robust & up to date knowledge & understanding of QHSE legislation & best practice
  • Commercial understanding of business processes
  • Quality Management Systems within the civil engineering sector
  • Managing people
  • Given the breadth of HSEQ, it is acknowledged that the role will be supported by a deputy (to be appointed) with complementary skills
  • At least 10 years' experience in a construction environment (preferably Civil Engineering)
  • Experience of Quality Management Systems (ISO9001), Environmental Management Systems (ISO14001), Health & Safety Management Systems (ISO45001)
  • Building and managing a team

Qualifications

  • Full driving licence
  • CSCS card
  • A recognised Health & Safety qualification (e.g. IOSH, NEBOSH)
  • Membership of a professional body (e.g. IOSH, IEMA, IIRSM)
